Yamal-Nenets Autonomous District building complex is one of the key areas of Yamal industry. It is an indispensable constituent of the industry having influence on development of all industry branches, as well as further increase of standard of living and culture among the population.

The main targets in the sphere of capital construction are: fulfillment of town-planning policies of the Russian Federation and the autonomous district on the territory of Yamal-Nenets Autonomous District; reasonable interference with nature and keeping cultural and historical legacy; efficient usage of investments in the sphere of capital construction; assistance to complex development of the district areas for better conditions of living.

In his greeting speech to sixth congress of Russian Builders' Alliance, the President Vladimir Putin pointed out, 'In the coming years we have to provide accelerated growth of our economy increasing GDP twice by 2010. Economic soar in any country is accompanied by an explosion of housing construction, public and industrial buildings."

Recent policies of Yamal-Nenets Autonomous District administration are also targeted at solving primary tasks of Yamal-Nenets Autonomous District building complex, such as:

• working out and development of modern social infrastructure;
• construction of quality comfortable housing for the district population;
• development of housing and utilities infrastructure by entering into service new facilities and reconstruction of actual facilities of heat, water, energy, and gas supply;
• extension of therapeutic institutions network, renewal of their material and technical facilities;
• construction of schools, preschool units, and leisure facilities;
• finding solutions to facilities' problems;
• improvement of quality of water, railway, and aviation transport services.

In spite of the fact that these policies are already being implemented, the problem of provision of the district population with housing is still not fully solved. One of the main reasons is a substantial appreciation of capital construction, connected with particularity of work in the far north conditions.

The main target of construction development policies of Yamal-Nenets Autonomous District is the provision of favorable and safe environment for living and labor activities, decent recreation facilities, harmonious development of personality, rational use of natural and social resources to the benefit of present and future generations, providing stable social and economic development of Yamal-Nenets Autonomous District.

For systematic implementation of this policy under the management of construction and architecture department, a great work has been done and is still being done on working out and renewing of city construction documentation, which is very topical in the light of new Urban Planning Code of the Russian Federation.

For today, general layouts have already been worked out and approved in accordance with established procedure; these are concurrent with projects of urban planning of Salekhard, Tarko-Sale, industrial community Yar-Sale, industrial community Tazovsky, industrial community Krasnoselkup, as well as townships Sambourg Purovsky region, Antipayuta, Gyda, and Nakhodka Tazovsky region.

General layouts of four cities now are in the milestone of coordination and working out: Novy Urengoy, Labytnangi, Gubkinskiy, Nadym, and 25 other townships of the autonomous district.
To strengthen the economic basis of the autonomous district settlements, a great attention is paid to creation of local industry basing on processing of raw materials of traditional economies (leather and fur industries, fishing industry, etc.) with a possibility of product yield to interregional and international sales markets, which will allow keeping and developing Yamal national patrimony.

The district nature being absolutely unique, there is an idea to start up new activities like tourism, nature conservation.

In outward appearance, Yamal cities are every bit as good as Russian cities of moderate climate these days. After 'the prohibition against architecture overabundance' has been cancelled, every city started to stand out. A great part of projects are built made-to-order, a lot of attention is paid to provision of urban amenities, which is quite complicated in condition of the far north.

In the last decade, particularly dramatic changes can be seen in historic settlements of the district. Thanks to numerous gubernatorial programs of Yamal social and economic development, regional centers and the district traditional settlements are transformed; the capital of the district - Salekhard - has become as beautiful as never before.

Large work is being done on creating the district image in the sphere of building and architecture in the Russian market, including preparation and arrangement of industrial fairs and competitions, preparation of materials for publications in media. In 2005 the department took part in international festival 'Architecture-2005' and now we are starting to work on an exposition to represent the autonomous district in one of the thematic fairs.

Calling Yamal organization of the Union of Russian Architects, which unites 11 professional architects now, has been a very noticeable event, too.

It is hard to say that in the sphere of construction and architecture there are fewer problems and targets now. It takes big efforts to work in the environment of constantly changing legislation of our field and building regulations. It is necessary to duly work out and amend regional regulatory legal acts as well. Today, on the basis of again approved Urban Planning Code of the Russian Federation we have to, first of all, bring in line with it Urban Planning Code of Yamal-Nenets Autonomous District - the main legal document regulating relations in the sphere of urban planning on the territory of the district and providing legal rights and guarantees for all legal and physical bodies carrying out urban-planning changes on the territory of the district.

Construction and architecture department of Yamal-Nenets Autonomous District administration solves a range of problems in the sphere of building, including a large scope of work on controlling construction quality, intended spending of funds of the district budget, regulatory provision of urban construction process on terrains within jurisdiction of Yamal-Nenets Autonomous District.

To encourage further development of building complex and housing and utilities infrastructure in the district, administration takes action to keep recovery tendencies in investments to building in future.

As the district budget is aimed at solving social problems primarily, funds of targeted investment program of Yamal-Nenets Autonomous District for 2005 were spent on construction of socially important projects, projects available for immediate implementation, and are apportioned the following way:

• Education projects - 478.712mln rubles
• Health care and sport projects - 125.651mln rubles
• Projects of public usage - 40.937mln rubles
• Housing projects - 240.509mln rubles
• Public utilities projects - 367.473mln rubles
• National economy projects - 93.588mln rubles
